If you’re in the business of providing installing energy-saving home improvements, then you need to be PAS 2030 certified to install under programmes that use public funding, such as ECO, or under many Local Authority programmes. The Energy Company Obligation (ECO)
The Energy Company Obligation, also known as ECO, is a government-funded scheme formed in 2013 to reduce carbon emissions and curb fuel scarcity. Tackling fuel poverty is a priority for the Government and improving the energy efficiency for low-income households

ECO offers funding for energy efficiency improvements
in 3 main areas:
- The Carbon Saving Community Obligation (CSCO)
- The Home Heating Cost Reduction Obligation (HHCRO)
- The Carbon Emission Reduction Obligation (CERO)
The ECO policy will be entirely focused on energy efficiency for lower income households.
Suppliers must support measures which enhance the ability of low income, fuel poor and vulnerable households to heat their homes.

Gas and electricity suppliers with more than 150,000 customers are obligated to deliver ECO. Eligibility for ECO funding depends on what improvements are needed, where the property is, and if you receive benefits. The resident must either own a property or have the landlord’s permission to benefit from ECO. Energy suppliers will be able to select areas they believe are most cost-effective to fulfil their obligation requirements. From 2017, the range of measures delivered under Affordable Warmth includes more heating and insulation measures.
In order to benefit from new opportunities, companies delivering measures during the transitional period of ECO must be certified against PAS 2030:2019.
